Start with a restraining order. Seek a lawyer and see if possible to whom she can additionally be restrained from. Police work well too if you feel she is following you to the point of harassment. Have her arrested for it.

Try talking to her like a person not a dog that has done something really bad . Let her know it is over and that is it , Talk to her kindly don’t cuss or b rude . Let her know if she wants to be friend she is going to have to act like a friend but she is going to have to calm down and realize it is over . When you talk to her have 2 or 3 of her friends there and be calm and polite but stress you are moving on with out her . This will give you and her space and still let you keep an eye on her from a close but unemotional distance . Good luck
