She may be too young for potty training. Have you noticed any of the following signs:

-Telling you right before or right after she has pottied?

- Staying dry during nap time or for long periods?

- Being uncomfortable in wet diapers?

Most kids are not ready to potty train until 2 years because before that they just do not have control over their bodily functions enough to hold it until they can get to a potty. By trying to train her early, you are causing more frustration in both you and her. The best thing to do is keep the potty, let her sit when she wants (but do not force her, I knew a little boy who was forced and became scared of the potty) and then when she starts showing the signs you can start helping her understand that the potty is the best place to go.

We just started peeing on the potty. I don't make her sti there more than a couple minutes. I just take her there after she wakes up, and then every so often after that, before bath time etc. She has a dolly that she got for Christmas and loves. It's actually a 'bath time dolly' (so it doesn't have any hair or anything that might get dirty in a bathroom) and I hand it to her as soon as she sits down.

Find a potty toy! To use in the bathroom only. It works :)

EDIT: In response to some of the other answers, my daughter is only 11 months! 17 months is not too early to potty train. Read about infant potty training or EC-ing. The earlier the better! But it can be a gradual process, depending on the child.

gentle encouragement. Surround her pot with toys and books. At 17 months if you can get her to sit there occasionally you are doing well. Don't push it.

She probably is not ready to potty train. When she's ready she'll do it and when she does pee in the potty make a huge deal of it by clapping and praising her. But you have to wait till she's ready. And she won't be happy there until her body is ready. 17 months is young. I was just ready that most kids can't even really begin to hold urine or feces until around the 18 month mark or later.

You don't!!! Toilet training is best done by the child, and 17 months is far too young to even begin thinking about it. Please read some good books on the subject, if you must, but let her watch you, and say nothing. About 2-2 1/2, she will be copying you, just fine. It's also a lot easier that way, too.
