You CAN get an invisible fence -- which works by giving your dog a small "shock," when he crosses over it, but I'd be worried about such a small dog getting too big of a shock and also, really determined dogs have been known to bust right through them with no effect.

Your best bet is work very hard on his recall skills, ie getting him to come to his name. This is one of the most basic training commands and yet one of the hardest to teach your dog. He could probably benefit from a basic obedience course, which teaches him to pay more attention to you and your commands than any distractions that might be around.

One way to teach the command come is to say it when the dog is already coming to you for attention or play or because you're putting his food bowl down. Then praise him and reward him with a treat. Get your dog to associate the word with going toward you and getting rewarded for it.

In the meantime, the next time he runs away, try making a big commotion and then running AWAY from him. Some dogs like to chase things, so if you run away from him, he might come after you.

Also, do make sure your dog always wears an ID tag on his collar and consider microchipping him. This is a smart thing to do with any escape artist dog.
