I don’t know. I think it’s something that Hillary made up to be funny at one of her rallies. The rallies where she has many empty seats left unfilled. You’ve seen them on TV I’m sure.

Instant Runoff Voting
First admit that you did not know that your state does not require a majority in -any- general election (GE): not for dogcatcher, clerk of court, council member, mayor, assembly member/legislator, governor, member of Congress and certainly not for President. Since Instant Runoff Voting nominates by majority in closed party primaries and elects by majority in the GE, better candidates are drawn to run. So, legislators will not propose it until forced by political necessity.
Your legislature will propose IRV when a majority of high school students in your state use IRV for class and student council elections. That’s your magic wand. It puts elections back in the hands of the people, which is removing special interests.
