What should my friend do?, the police gave his car back to the man who stole it?
My friend recently had his car stolen and he drove to a town that’s an hour away, the police arrested him for outstanding warrants. About a week later me and my husband were able to take our friend to the town to get his car from the impound lot and police department. To our surprise we found out an officer gave the car back to the man who stole it "by mistake", they police think its funny this happen but aren’t doing anything about it. Is there any advice you can give our friend. Thanks so much

I find this more than highly unusual. In most cities ( if not all), in order to get a car out of impound, you must show your title ( or memorandum of title) to prove ownership. Without that, the vehicle is simply not released.
Given this, I would stop in at the District Attorney’s office and show any and all paperwork pertaining to this and ask them to investigate how a non owner is allowed to take a vehicle out of impound.
The police department should be held liable (regardless of how funny they feel it might be).
