In order to become that, you will have to show that your parents are not taking proper care of her. She'll be able to state what she herself wants, but you will still have to prove that they're unfit parents. This unfortunately will take time. You will need to not only get proof, but you will also need a darn good lawyer. You will also need to show that you can provide a stable living environment. Since you are both so young, I'll be honest- the courts may think that you are too young to take proper care of her. You'll have to be prepared to show that you are both very mature & responsible.
