Need more details on how much power you want. Lots of options. Dual carbs or fuel injection. Electronic ignition with distributor. Many options.
If you go to dual carbs are even a progressive single and to quality exhaust and nothing else, you can get about 10 additional horses to the stock 60 horses. To get more , you have to do more.
Just put a single 2bbl carb on it, you will thank me later, the duals are too hard to keep sychronized.
Since you will have the engine out, put a new top end kit in it, 87 or 88MM, for $120 bucks you can have 4 brand new pistons and jugs, then just have a valve job done on the heads. That way everything will be new, and you got more cubic inch to boot. JCW.com sells the top end kits. Every bug I ever put a carb and headers on, I always had to tear it apart again, it found a weak valve or something, so just do it right the first time, I like using all new valves, they are cheap! Basically it will be rebuilt, so you get rid of that tired top end you had. When you start tearing it down, you will need a torch to get all the 10mm nuts off the exhaust, just heat them up cherry red, and spin them off, DO NOT BREAK THEM OFF! if you don’t already own one, get a copy of John Muirs "How to keep a VW Alive", and get in touch with your VW, must have for any VW owner! This is something that is doable at home, the only special tools you will need s a torque wrench to do the heads, and a feeler gauge to set the lifters, which you should already have. The jugs and heads don’t even have gaskets, they all just slide together nicely, and the pistons are already put in the jugs for you, you just pop the clip out of the rod, pull the old piston, then put the new jug and piston in in one piece with the new rod clips. It is a very simple design, made to work on, get your hands dirty, get to know your VW! The Bottom end is bullteproof, leave it alone!
I would stay away from dual carbs unless you are a mechanic and can keep them tuned.
I run a 32/36 progressive Weber on my Thing with the stock original 1600. It runs fine and cruises on the freeway.
With carb and exhaust, add about 15hp.
