I have very oily skin too. I use Cover Girl Clean Makeup which is a liquid foundation. Even though it’s cheap it works pretty well. Aveda makes a good mattifier. But a good cheap mattifier is witch hazel. Buy at the pharmacy for like $3.00 and dab it all over your face in the morning with a cotton pad. Another one that works is Phillips Milk of Magnesia. Put a very thin layer all over your face and let it dry. Put your foundation over it. It’s very drying stuff. Another thing is to use a loose face powder over your foundation. I’ve used loose face powder for years; it keeps your foundation in place without it getting oily. Just use a translucent powder. I’ve learned all these tricks for oily skin through trial and error.
Some kind of primer or mattifier will help. Clinique has mattifiers to try and Philosophy has a really good primer for oily/acne prone skin.
You should only use one.
A primer makes your skin look more refined
and makes your makeup last longer.
While a mattifyer controls shine, and I think it is
what you need. I have a really good skin mattifyer
by the body shop. It controls blemishes and
makes your skin really matte. Take a look:

or you could try smashbox’s anti shine:
in a small compact:

in a liquid that dries into powder:

I like the Bare Essentials mineral makeup and topping it off with their mineral veil. It’s like a powder so it stays matte longer. Their primer is awesome.
Blot with tissue during the day too, and carry a regular powder like Clinique for touch ups.
Good luck!
