Okay I am giving this advice from my own personal experience, and from the girls point of view in situations like this.

Recently I came back into contact with my ex-boyfriend who I was supposed to marry at one point, but due to distance and lack of trying on his part our relationship was ended by me shortly after a family wedding he was invited to attend.

I want he and I to remain friends since I really do care for him, but we ended for a reason. He recently began to tell me that he still loves me and wants to be with me, the problem is I have moved on beyond the feelings of romantic love towards him, and these confessions not only caught me off guard but made me feel very weird and insecure about our friendship being able to last. I was right to feel that way as I had to cut contact with him because he became way to forward and actually scared me, which is sad because he was a really great friend.

The advice I am giving you is to simply be friends, if you have feelings for her still explain that to her but don't try and force a relationship onto her; she might become scared of you and the worst thing you'd want is a restraining order.
However in time if you two are really meant to be together and she starts to return the feelings again, ask her out on an informal date, just don't jump the gun and plan a wedding for something that might not ever happen again.

The key word here is "ex". You won't get her back, she's moved on.
Get over it.

Let things work themselves out. Now that you've told her how you feel, just sit back and let things happen. Be yourself and treat her well, but don't push her into a relationship just yet. Give her time to get her feelings sorted out and if you're meant to be together she'll come back to you. :)
