Regardless of gender and orientation , the government would issue only certificates for civil union. If your church allows you to get married. you have a religious ceremony and that is the marriage. if the churches don’t recognize it you have a judge or other public official do the ceremony. This would get the government out of the issue of defining marriage. All family bindings would be called civil unions for tax and other legal purposes.
