Why do women get half dressed when leaving the beach?
I have noticed that very few women leave the beach wearing just there bathing suit or bikini. A few will either put on shorts and a shirt or a full cover-up. But the vast majority either just put on a pair of shorts (with only a bikini top on top) OR but on just a t-shirt (leaving the suit bottom exposed) but not both.
Why is this? If you feel too modest to leave the beach in only your bathing suit then why only get half dressed? If you don’t feel modest why put on anything?

they just want attention
They don’t realize what an easy target they could be to perverts.
They really don’t care.
They feel sexy and want to be noticed.
All of the above.
It’s cultural. It is appropriate, in America, to wear a swimsuit on the beach or at a pool, but not on the streets. Most people don’t like to stand out in a crowd, so they go with the flow.
A bathing suite is BEACH attire. That is why most women will cover up some part of their bodies when leaving the beach. Bikinis aren’t exactly "street wear"
maybe it is too hot for either the top half or the bottom half.
I usually put on shorts because I feel like my backside needs more coverage to avoid unwanted attention than my top does. I guess for me it’s because of my body type. I have more on my backside than I do up top so I feel more comfortable if my bottom is more covered once I leave the beach. I think about how I would look to someone in a car driving by while I walk to my car and that’s why I put on shorts.
My guess is that other woman do the same thing- since they are leaving the beach they don’t have to be fully dressed but they still cover the part of their body that they are more self-conscious or concerned about.
It whatever people feel comfortable with…Just because you might be insecure about yourself, doesn’t mean you have to rag on other girl because they are comfortable with their bodies.
The answer to your question is that, in reality, women do not "get half-dressed when leaving the beach" (as you say). In fact, generally, they always get fully dressed. What you are seeing is not a generalized phenomenon of "half-dressing", what you are seeing is a much more specific. What you are seeing is a "flight behavior". In other words, what you are seeing is women fleeing from you because it is so disturbing to have you staring at them.
